If you have a qualifying business it must meet the following conditions
You must get the support of the designated organization. You can have up to 5 individuals in the application and each must hold at least 10% or more of the voting rights of the business and the individuals and the designated organization hold at least 50% ownership of the voting rights at the time of application.

When you receive your permanent residence, you must be actively working within the business, be an essential part of the business operations and the business must be incorporated in Canada

Angel investor group
Business incubators
To get one of these you must contact one of the organizations and make a pitch to them on your business idea and try to convince them you will have a successful business and then get a letter of support for your application.
Along with the application you must also meet the language requirements in either French or English which is a minimum of a CLB 5.
You also must have the funds that can prove you are able to support yourself while you are in Canada.
