The new immigration minister will rethink policies for international students

As housing and living costs for international students have risen sharply, the federal government is now reviewing international student immigration.

This comes after Immigration, Refugees and Citizenship Canada (IRCC) Minister Marc Miller's openness to reconsidering international student enrolments, especially considering concerns about fraud.

Cutting study permit issuances may be regarded as anti-immigration, so IRCC does not set caps for study permits as they do for permanent residence programs.

Instead, more effective measures can be taken to reduce annual student admissions to Canada significantly.

IRCC is calling on foreign nationals from outside Canada to apply online for temporary resident visas and permits

On August 23, 2023, Immigration, Refugees and Citizenship Canada (IRCC) extended the ministerial instructions, clarifying that foreign nationals outside Canada applying for temporary resident or transit visas and work or study permits must submit their application online unless an exception applies.

These instructions were initially introduced as a temporary measure in response to COVID-19 restrictions but have now been integrated into the regular program delivery instructions.

The instructions use specific language and wording to clearly communicate the obligation to apply online.

Those unable to apply online due to a disability or requiring special accommodation for electronic means can still apply on paper.

Canada published new data on immigration inventories and backlogs

On August 24, 2023, Immigration, Refugees and Citizenship Canada (IRCC) updated the data on immigration inventories and backlogs.

According to the last update, there were 2,274,600 applications for permanent residence, temporary residence, and citizenship approvals in all IRCC inventories.

According to the update, 35.2% of applications in the inventory exceeded service standards. IRCC aims to process 80% of applications within their service standard, though some complex cases may require a comprehensive assessment.

Currently, 33% of temporary residence requests - including ones for visiting, studying, or working abroad and 46% of permanent residency applications are in backlog. Additionally, 23% of citizenship applications are also exceeding service standards.

The Canadian Government implemented two new Agri-Food Pilot amendments

On August 18, 2023, the Government of Canada implemented two changes to the Agri-Food Pilot (AFP), providing more opportunities for workers and their families to apply for permanent residency.

First, family members of all AFP participants can now apply for open work permits. Second, Canada started accepting union reference letters instead of employer reference letters to confirm an applicant’s work experience.

The AFP launched as a 3-year pilot in 2020, was extended until May 14, 2025.

To qualify for permanent residency, applicants need Canadian work experience in eligible industries and occupations, a full-time, non-seasonal job offer from a Canadian employer in an eligible sector and occupation (outside Quebec), language and educational requirements, and settlement funds (if applicable).
